A total of 249 Letters of Advice to Apply (LAAs) for provincial nomination were issued in the latest Manitoba Expression of Interest draw held on January 17. This is the second Manitoba Expression of Interest draw to be held in January 2020. With the latest Manitoba PNP draw, the total number of LAAs issued by the province this month has touched 435. The candidates invited in the latest Manitoba immigration draw belonged to three streams under the Manitoba Provincial Nominee Program (MPNP), which are: Skilled Workers in Manitoba; Skilled Workers Overseas; and the International Education Stream.
The distribution of LAAs in the draw is as follows:

  • Skilled Workers in Manitoba: 192
  • Skilled Workers Overseas: 34
  • International Education Stream: 23

Manitoba Express Entry

In the January 17 Manitoba Expression of Interest draw, 22 Express Entry candidates received LAAs. To get an invite to an MPNP, Express Entry candidates must have work experience in one of the in-demand occupations of the province and meet other eligibility requirements. They must also have submitted a separate Expression of Interest to the MPNP. Upon receiving provincial nomination from Manitoba, the candidates will have 600 additional Comprehensive Ranking System (CRS) score points added to their total CRS score. This will guarantee them an Invitation to Apply for permanent residence in Canada in the subsequent federal Express Entry draw.

Manitoba Expression of Interest

The candidates belonging to Skilled Worker in Manitoba and Skilled Worker Overseas categories must first submit an Expression of Interest to be considered for provincial nomination from Manitoba. Based on various eligibility factors such as education, work experience and previous connections to Manitoba, each Expression of Interest profile is awarded a score out of 1000. The highest-scoring profiles are issued LAAs in the subsequent Manitoba Expression of Interest. The lowest score of Skilled Worker in Manitoba candidates invited in the January 17 draw was 545. For Skilled Worker Overseas candidates, the lowest score was 708. All the 34 candidates selected through the Skilled Worker Overseas stream were invited directly under a Strategic Recruitment Initiative.
The Skilled Worker Overseas category of MPNP allows the province to nominate skilled foreign workers, who can support Manitoba’s labour market, for Canada PR. To be eligible under this category, the candidate must have a previous connection to the province in the form of close family members residing here, previous education or work experience or an invitation received through one of the Strategic Recruitment Initiatives of MPNP. At the same time, the Skilled Worker in Manitoba candidates must have a full-time, permanent job offer from a Manitoba employer and meet other criteria. International students graduated from one of the higher education institutions of Manitoba may apply for a provincial nomination through International Education Stream.
