Human Capital Priorities

In the Human Capital Priorities Stream draw held on August 15, Ontario Immigrant Nominee Program (OINP) invited 997 Express Entry candidates to apply for provincial nomination. The invited candidates were required to have work experience in one of the 10 targeted occupations specified in the draw. The Comprehensive Ranking System (CRS) score of candidates invited in the August 15 draw ranged between 439 and 465.
The occupations targeted in the draw were:
0114 Other administrative services managers
0601 Corporate sales managers
1122 Professional occupations in business management consulting
0124 Advertising, marketing and public relations managers
0621 Retail and wholesale trade managers
1111 Financial auditors and accountants
3012 Registered nurses and registered psychiatric nurses
0111 Financial managers
1114 Other financial officers
0651 Managers in customer and personal services, n.e.c
As the draws were held under the Human Capital Priorities Stream of OINP, a job offer was not necessary.

OINP Human Capital Priorities Stream

The Human Capital Priorities Stream allows Ontario to select the candidates who meet the requirements of the province from the federal Express Entry pool and nominate them for permanent residence in Canada. To be eligible under the stream, the candidate must first qualify for either the Federal Skilled Worker Program (FSWP) or the Canadian Experience Class managed under the Express Entry.
It is not possible for the candidates to apply directly under the Human Capital Priorities Stream. They must first receive a Notification of Interest (NOI) from the OINP. While selecting the candidates, OINP targets those candidates who have the minimum Comprehensive Ranking System (CRS) score specified for the stream and those who meet other criteria of the stream.
The candidates who receive the NoI can apply for provincial nomination online within 45 days. The candidates who successfully apply for and receive provincial nomination will obtain 600 additional Comprehensive Ranking System scores that would effectively guarantee them an invitation to apply for permanent residence in Canada in the subsequent Express Entry draw.
