Alberta rural communities likely to welcome 40,000 newcomers by 2024

A new immigration proposal put forward by the United Conservative Party of Alberta would help to bring almost 40000 newcomers to the rural communities around the province in the next four years. A new provincial government will come to power in Alberta this spring and it is predicted that the United Conservative Party (UCP) and its leader, Jason Kenney would win the polls this time.
Kenney has served as the immigration minister of Canada from 2008 to 2013 and thinks Alberta needs to use the power of immigration to revitalise the smaller, rural communities of the province. In order to make this possible, UCP would adopt an immigration strategy based on two key components: the Rural Renewal Program and the Rural Entrepreneurial Stream.

If comes to power, UCP expects to bring 10000 new permanent residents to the province through both these programs each year during the four-year term of the new government. Through this effort, UCP is aiming to end large backlogs, speed up processing times, proactively attract talented newcomers from overseas, welcome job-creating entrepreneurs and encourage settlement in rural Alberta.

Alberta Rural Renewal Program

The Rural Renewal Program will be operating through the  Alberta Immigrant Nominee Program and will give priority to  economic immigration candidates who express an interest to settle in the rural communities of Alberta. It is expected that the program would bring around 32000 new permanent residents to the province over four years. The Express Entry candidates who receive provincial nomination through the program would get 600 additional Comprehensive Ranking System (CRS) score points that would ensure an invitation to apply for permanent residence in Canada in the subsequent Express Entry draw.

Alberta Rural Entrepreneurial Stream

The Rural Entrepreneurial Stream aims to encourage a new generation of immigrant entrepreneurs to start business in smaller, rural communities around Alberta and create new job opportunities for locals. Around 500 experienced immigrant entrepreneurs would be welcomed to the province every year under the program.
The entrepreneurs are expected to meet minimum investment and net worth thresholds, manage business actively on a daily basis and hold at least 51 per cent ownership of the business. The eligible entrepreneurs would be invited to come to Alberta and nominated for a two-year work permit through the federal government. The entrepreneurs who show good-faith effort to start a small business would be granted permanent residence. Alberta may accept 2000 entrepreneurs in four years which means a total of around 8000 newcomers, considering the spouses and dependents of these entrepreneurs. The entrepreneurs are also expected to create at least 4000 jobs.
