Passive immigration streams of Canada Provincial Nominee Programs

You may be invited to apply for provincial nomination without even trying if your profile is in the Express Entry pool, thanks to the specialised immigration streams of some Provincial Nominee Programs. These immigration streams, generally known as passive streams, search the Express Entry pool for candidates who meet their specified criteria. The selected candidates are notified of the province’s interest and invited to apply for a provincial nomination for permanent residence in that province. Unlike other immigration pathways, candidates can apply for provincial nomination under the passive streams only after being chosen by the province through one of these searches. Ontario, Alberta and Nova Scotia have such specialised immigration streams.
The provincial immigration streams that search for eligible candidates in the Express Entry streams are:

Nova Scotia

The Labour Market Priorities Stream of Nova Scotia conducts occasional searches of the Express Entry pool for candidates with work experience in occupations facing labour shortage in the province. So far, Nova Scotia has conducted two searches under the Labour Market Priorities Stream. The latest was held on January 24, targeting financial auditors and accountants.

Alberta

The Express Entry stream of Alberta, introduced last year, searches the Express Entry pool for candidates who meet the eligibility requirements of the province. One basic criterion is a minimum CRS score of 300. The candidate must also be working in an occupation that “supports Alberta’s economic development and diversification”. The Alberta Immigrant Nominee Program (AINP) would not consider Express Entry profiles that expire in three months or less prior to a given draw date.

Ontario

Human Capital Priorities Stream of Ontario searches only Federal Skilled Worker Class and Canadian Experience Class candidates who meet both provincial and federal eligibility requirements. The other two Express Entry streams of Ontario– the French-Speaking Skilled Worker Stream and Skilled Trades Stream have also been active this year and so far issued a combined 560 Notifications of Interest.
