First half of 2019 turns extremely active for Express Entry-aligned PNPs

The first half of the current year was an extremely active period for the Express Entry-aligned PNPs of Canada. However, it comes as no surprise as Canada has set a higher immigration target through Provincial Nominee Programs for the year 2019 compared to 2018.
The Express Entry-aligned PNPs issued thousands of Invitations to Apply for provincial nomination in the first six months of 2019. Those who are successful in obtaining provincial nomination will receive an additional 600 Comprehensive Ranking System (CRS) score points guaranteeing them an invitation to apply for permanent residence in Canada in the subsequent federal Express Entry draw. The additional score is especially helpful for those candidates who have CRS scores lower than the cut-off scores in federal invitation rounds.

Ontario

Ontario’s total nomination allocation for the year 2019 is 6900. This is the largest nomination allocation compared to the PNP programs of other Canadian provinces and territories. So far, Ontario has issued a total of 3846 Notifications of Interest (NoIs) to Express Entry candidates in 2019. Of these, 67 per cent (2,565) were issued through the Human Capital Priorities Stream. A combined 1,281 NOIs were issued to Express Entry candidates through the French-Speaking Skilled Worker and Skilled Trades streams.

Alberta

Alberta Immigrant Nominee Program (AINP)’s Express Entry Stream was introduced a year ago. In order to be considered for provincial nomination from Alberta, Express Entry candidates need to have a minimum CRS score of only 300. Alberta has so far conducted 16 draws through its Express Entry-aligned stream in 2019 and issued a total of 3,816 NOIs. Eight of these draws had a minimum CRS score requirement of 302 or less. Four draws had a cut-off score of 300.

Nova Scotia

The Nova Scotia Nominee Program (NSNP) has three streams aligned to the federal Express Entry. The Labour Market Priorities Stream draw of June 3rd invited 312 Express Entry candidates with work experience as early childhood educators and assistants. Another draw under the same stream on January 25 invited financial auditors or accountants with a CRS cut-off of 400. Yet another draw in March invited Express Entry candidates who had listed French as their first language.

Saskatchewan

Saskatchewan’s International Skilled Worker: Express Entry sub-category has so far held eight invitation rounds and issued 1,166 invitations to apply for a provincial nomination. This subcategory of Saskatchewan Immigrant Nominee Program (SINP) operates on an  Expression of Interest (EOI) basis, which means the candidate must create a separate profile apart from the Express Entry profile to be considered for invitation. Saskatchewan also revised the in-demand occupations list twice during this period.

Other PNPs

In the first half of 2019, Manitoba Provincial Nominee Program issued at least 300 invitations to Express Entry candidates.
Prince Edward Island conducted six draws between January and July of 2019 and issued a combined 671 invitations to Express Entry and Labour Impact category candidates.
The British Columbia Provincial Nominee Program also issued invitations through its Express Entry B.C. Stream on a weekly basis in the first half of 2019.
