Ontario Human Capital Priorities draw invites 1493 candidates

In the first draw of Ontario Human Capital Priorities (HCP) Stream to have held in 2019, a total of 1493 candidates were invited to apply for provincial nomination from the government of Ontario. The Human Capital Priorities stream allows Ontario to select eligible candidates from Express Entry pool to nominate for permanent residence. The selected candidates will receive 600 additional Comprehensive Ranking System (CRS) score points. It will guarantee them an invitation to apply for permanent residence in the subsequent Express Entry draw.

In the latest draw held on January 14, 2019, candidates were required to have a minimum CRS score of 439. This is lower than the minimum CRS score requirement for all the draws held in 2018, except one. An additional 600 score points are added to the selected candidate’s total CRS score, making the minimum CRS score of selected candidates 1039. It means they are sure to be invited in the next Express Entry draw.

The latest draw was also a non-targeted draw as the candidates required neither an Ontario job offer, nor proficiency in French. In the four Human Capital Priorities draws held in 2018, three targeted candidates with a job offer, while one invited candidates with proficiency in French. In 2018, Ontario issued a total of 3719 invitations through Human Capital Priorities stream.

Ontario Human Capital Priorities Stream

In order to be considered under the Human Capital Priorities Stream, a candidate must first create an Express Entry profile. The candidate must qualify under either the Federal Skilled Worker Class or the Canadian Experience Class. They cannot apply for provincial nomination under the Human Capital Priorities stream directly. Instead, OINP issues Notification of Interest (NOI) to eligible candidates based on their Express Entry profile. In order to be eligible, the candidate must have the minimum CRS score determined by the director and meet the criteria for HCP. They include:

  • Minimum level of work experience
  • A Canadian Bachelor’s, Master’s or PhD degree or equivalent
  • Language proficiency level of Canadian Language Benchmark (CLB) 7 r above in all four competencies (speaking, reading, writing, and  listening)
  • Intend to reside in Ontario
  • Enough funds to settle in the province
