OINP Human Capital Priorities Stream Accepting Applications

The immigration authorities of the province of Ontario, on November 2nd, announced that the Human Capital Priorities (HCP) stream of the Ontario Immigrant Nominee Program (OINP) is now accepting applications. The OINP is also planning to issue new Notifications of Interest (NOIs) to eligible applicants before the end of 2017.
In order to be eligible to apply, the candidate must have:

  • A valid profile in the Express Entry system
  • A valid NOI from Ontario
  • The application for the HCP stream must be submitted in the OINP e-filing portal within six months of receiving NOI from Ontario
  • The NOIs issued after November 1, 2017 will be valid only for 45 days or till December 31, 2017 (whichever comes first). So those who have received NOI after November 1 must submit the application within 45 days.
  • The NOIs issued in 2017 will not be valid after December 31, 2017

Eligibility criteria for HCP Stream:

  • The candidate must have a profile in Express Entry pool with a minimum of 400 CRS points. He/she must maintain this score during the processing of both the Ontario nomination and the application for permanent residence to the federal government.
  • Work experience:
    • Applicants under the Federal Skilled Worker Class (FSWC) must have minimum one year of experience in a National Occupation Classification (NOC) level 0, A, or B occupation during the five years prior to the date of the Notification of Interest from the OINP. He/she must also score a minimum of 67 points on the six selection factors.
    • Those who choose to be assessed against the Canadian Experience Class (CEC) criteria must have minimum one year of cumulative and full-time employment experience, or equivalent part-time experience in an occupation that comes under Skill Type 0 or Skill Levels A or B of the National Occupation Classification (NOC). The experience must have been obtained within three years prior to the date of NOI from OINP.
  • The candidate must have a Canadian Bachelors, Master’s or PhD or its equivalent.
  • The candidate must have English or French proficiency of Canadian Language Benchmark (CLB) 7 or above in all competencies (speaking, reading, writing, and listening).
  • The candidate must have enough settlement funds for themselves and their families.
  • The candidate must intend to reside in Ontario.
