Manitoba PNP Expression of Interest
Majority of the economic immigration streams under the Manitoba PNP operate on Expression of Interest (EoI) basis. In order to apply for provincial nomination under these streams, a candidate must first create an EoI profile that must include information such as education, work experience, proficiency in English or French, among other factors. Based on these factors, a score is awarded for each profile. The highest scoring candidates are issued Letters of Advice to Apply (LAAs) for a provincial nomination in the regular draws conducted by Manitoba PNP.
Skilled Worker Overseas stream
In the draw held on February 15, a total of 268 invitations were issued to two groups of candidates under the Skilled Worker Overseas stream. The lowest score required was 570. The first group included candidates who had their profiles in the federal Express Entry system. These candidates, if successfully apply for and obtain provincial nomination, would receive 600 additional Comprehensive Ranking System (CRS) score points that would guarantee them an invitation to apply for permanent residence in the next Express Entry draw.
The Express Entry candidates who were issued LAAs in the February 15 draw were required to have a valid Express Entry ID and job seeker validation code, and at least six months of recent work experience in one of the in-demand occupations of Manitoba.
The other group of Skilled Worker Overseas candidates who received invitations to apply comprised those who met the following requirements:

  • A close relative residing in Manitoba or past education or work experience in Manitoba
  • At least six months of recent experience in one of Manitoba’s In-demand Occupations
  • A minimum language proficiency of CLB/NCLC 5 if the candidate’s work experience is not primarily in a regulated occupation, in which case the minimum CLB/NCLC is 7, or a compulsory trade, in which case the minimum is CLB/NCLC 6.

Yet another 22 LAAs were issued to Skilled Worker Overseas candidates through a Strategic Recruitment Initiative that includes overseas recruitment missions conducted by the Manitoba PNP.
Skilled Worker in Manitoba and International Education Stream
In the February 15 draw, 120 invitations were issued to Skilled Worker in Manitoba candidates with a minimum score of 574. The Skilled Worker in Manitoba Stream is meant for temporary foreign workers and international student graduates currently working in Manitoba and have obtained a permanent job offer from a Manitoba employer.

The number of invitations issued to International Education Stream candidates was 34. This stream offers a faster pathway for permanent residence to international graduates of Manitoba post-secondary institutions with skills in demand in the province.
