Quebec Expression of Interest ranking system to consider US work experience

Quebec has released more information on how its Expression of Interest ranking system for the Quebec Skilled Worker Program (QSWP) is going to operate. As per the new information, the Quebec Expression of Interest ranking system will consider work experience in the United States as a factor for ranking the candidates. This makes Quebec the only Canadian province that considers US work experience as a ranking factor.

Quebec Expression of Interest Bank ranking system

The Quebec Skilled Worker Program (QSWP) applicants who submit their profile to the Quebec Expression of Interest Bank of the program are divided into two groups. The first group is of candidates who have a job offer and are living in Quebec. The second group is of candidates who are not living in Quebec.

First group

Requirements for first group candidates:

  • Job offer in Quebec or;
  • residing in Quebec with the principal goal of working
  • a work permit and an eligible degree from a Quebec educational institution or;
  • a work permit with a validity of 12 months or more, full-time work experience of six-months and currently working full-time

Seven factors will be considered for ranking in the first group:

  • Age
  • Quebec diploma
  • Canadian or US work experience
  • Proficiency in French
  • Knowledge of other languages
  • Education
  • A spouse or common-law partner’s education and proficiency in French

 “Skill Transferability” combinations:

The candidates will also receive points under the following “Skill Transferability” combinations

  • Education plus proficiency in French (either their own or, if applicable, their spouse’s — whichever score is highest);
  • Education plus work experience in Canada or the US and proficiency in French;
  • Foreign work experience plus proficiency in French;
  • Foreign work experience plus work experience in Canada or the U.S. and proficiency in French.

Second group:

Second group candidates are ranked based on eight factors:

  • Age
  • Quebec degree
  • Canadian or US work experience
  • Training that Quebec has listed as in-demand
  • Proficiency in French
  • Knowledge of other languages
  • Education
  • A spouse or common-law partner’s education and proficiency in French

Second group candidates will also receive points under the Skill Transferability combinations mentioned above.
