To be eligible under the Express Entry Skilled Worker Category of Newfoundland and Labrador Provincial Nominee Program(NLPNP), it is mandatory for the candidate to have an active Express Entry profile.
A valid job offer
The candidate must hold a full-time job offer from a Newfoundland and Labrador employer that meets industry standards. The offer must be for an occupation classified under National Occupational Classification (NOC) Skill Level 0, A, or B. If the candidate is working in Canada at the time of submitting the application, they must have a valid work permit or otherwise be entitled to apply for a work permit. They must also submit proof of eligibility for provincial licensure or certification, if applicable.
The candidate must submit satisfactory language test results from a designated testing agency to prove that they meet the language proficiency claimed on their Express Entry profile.
The minimum level of education for a candidate to be eligible under the Express Entry Skilled Worker Category is a Canadian post-secondary degree or diploma or an equivalent foreign credential. If the degree or diploma is acquired from outside Canada, the candidate must also submit an Educational Credential Assessment (ECA) report from an agency approved by the Immigration, Refugees and Citizenship Canada (IRCC).
The candidate must have work experience of at least one year acquired within the last 10 years in an occupation classified under NOC Skill Level 0, A, or B. Work experience of at least one year acquired within the past 10 years in a skilled profession (non-trades) is also acceptable. Otherwise the candidate must have at least two years of paid work experience in a skilled trade acquired within the past five years or at least two years of paid work experience in a skilled trade acquired within the past five years.
Intention to reside
The candidate must demonstrate their intention to reside in Newfoundland and Labrador.
In order to be eligible under the Express Entry Skilled Worker Category, the candidate must prove that they have enough settlement funds or financial resources to successfully establish themselves in Newfoundland and Labrador as well as support their dependent family members. The settlement fund requirement varies according to the size of the family.

Requirements for the employers
Job offer: The job offer issued by the employer to the candidate must be for a full-time, permanent position. The salary and benefits must be on par with the employment laws in the province.
Business: The employer’s business must be based in Newfoundland and Labrador, and have been in operation for at least two years. The business must have at least two permanent, full-time local employees if the business is located in the St. John’s metropolitan area. If the business is located outside St. John’s, the employer must have at least one permanent, full-time local employee.
Recruitment: The employer has to prove that they have made significant efforts to employ a Canadian citizen or permanent resident for the position before hiring the foreign national.
