Tech Talent Pathway

The Labour Impact Category of Prince Edward Island Provincial Nominee Program (PEI PNP) allows candidates with a valid job offer and the support of a PEI employer to apply for provincial nomination. The Labour Impact Category has three pathways:  Skilled Worker Stream, Critical Worker Stream and International Graduate Stream. The category operates on the basis of an Expression of Interest system. Before submitting an Expression of Interest, the candidate must make sure that they meet the eligibility criteria to qualify under the category.

The eligibility criteria for each of the streams under the Labour Impact category are as follows:

Skilled Worker Stream

  • The candidate must have a full-time, long-term (permanent or minimum two years) job offer from a PEI employer. The offer must be for a high skilled occupation defined by the National Occupation Classification (NOC) skill level 0, A, or B.
  • The candidate must hold a valid work permit to be working in Canada
  • If the candidate is applying from outside Canada, they must be legally residing in the country from where they are applying.
  • The candidate needs to attend an interview with the staff from the PEI Office of Immigration
  • The candidate must have completed a post-secondary degree or diploma with a duration of at least two years
  • The age of the candidate must be between 18 and 59
  • The candidate must have at least two years of full-time work experience acquired within the past five years.
  • The candidate must demonstrate enough English/French language ability to perform the job offered to them. The candidate can submit any of the following as a proof of their language ability:
  1. The result of a language test approved by the Immigration, Refugees and Citizenship Canada (IRCC). The candidate must have taken the test within the past two years and must have earned a minimum score equal to CLB/NCLC 4
  2. PEI PNP‐L06 Employer Language Declaration signed by the employer
  3. Documents from an internationally recognized institution to prove that the principal language studied by the candidate was English or French( official languages of Canada)
  • The candidate must demonstrate enough settlement funds to meet the immigration costs of principal applicant as well as their family members.
  • The candidate must demonstrate genuine intention to settle in PEI

Critical Worker Stream

  • The candidate must have a full-time, long-term (permanent or minimum two years) job offer from a PEI employer. It must be an intermediate skilled position defined by the National Occupation Code (NOC) skill level C or D
  • The candidate must have already worked for the employer full-time for at least six months
  • The candidate must be holding a valid work permit
  • The candidate must be residing legally in Canada
  • If required, the candidate needs to appear for an interview with the staff of the Office of Immigration
  • The candidate must have education level equal to secondary school diploma
  • The candidate’s age must be between 18 and 59
  • The candidate must have minimum two years of full-time work experience or relevant education
  • The candidate must have proficiency in English or French equal to CLB/NCLC level 4. This must be demonstrated with the results of a language test approved by the IRCC
  • The candidate must have enough settlement funds to support themselves and their family members while settling in Prince Edward Island.
  • The candidate must demonstrate a genuine intention to settle in Prince Edward Island.

International Student Stream

  • The candidate must have a full-time long term job offer from a PEI employer
  • The candidate must hold a valid work permit
  • The candidate must be residing in Canada legally
  • If required, the candidate needs to appear for an interview with the staff of the Office of Immigration
  • The candidate must have enough language ability(English or French) to perform the job offered to them
  • Age must be between 18 and 59
  • The candidate must have enough funds to support themselves and their family members while settling in Prince Edward Island.
  • The candidate must have a genuine intention to settle in Prince Edward Island.

Employer requirements

In all the above three streams, the employer must fulfill the following criteria:

  • The job offered must be for a long-term permanent position, with a minimum duration of two years
  • The job offered must be consistent with the applicant’s education, training and/or experience
  • The employment terms and conditions must meet relevant provincial and federal employment workplace standards
  • The employment must not contravene existing bargaining agreements or employment disputes
  • The wages offered must meet industry standards
  • The location of the job must be Prince Edward Island
  • The licensing and accreditation of the candidate must be verified, if applicable
  • The employer needs to provide an employment contract that includes the terms and conditions of the full-time job offer, signatures of the authorized signing officer of the company, and the employee accepting the offer and conditions of employment
  • The employer must provide settlement support to the applicant and the family
  • A Labour Market Impact Assessment (LMIA) has to be provided, if required.
  • Attendance at an interview with the staff of Office of Immigration, if required.
  • The employer needs to demonstrate that sufficient efforts have been made to recruit a candidate from Canada before offering the job to a foreign worker
  • The employer must demonstrate that the position for which the job is offered is critical for the operation of the employer’s business.

Expression of Interest

If the candidate meets the requirements for the Labour Impact Category, they can submit an Expression of Interest. An Expression of Interest profile can be created by providing a valid email address and   identification information. Each profile is awarded a score based on the selection factors on the points   grid of the PEI PNP. The PEI PNP conducts periodic draws to invite the highest scoring candidates to apply for a provincial nomination. The invited candidates can submit the completed profile within 60 days from the date of receiving the invitation. They also need to submit all the relevant supporting documents. The candidates successfully nominated by PEI can apply for permanent residence in Canada.
