The first step in the migration process is submitting an Expression of Interest (EoI) through the Arrima Portal of Quebec. The Arrima system was launched in 2018 with an aim to streamline the processing of QSWP applications. Anyone above the age of 18 can submit an EoI with Arrima and it is absolutely free of cost. As the Arrima portal is open all through the year, interested candidates can submit the EoI at any time.
The candidates who submit their EoIs to the Arrima portal are assessed on the basis of a number of eligibility factors including education, language proficiency and work experience. A single applicant must score at least 50 points and those with a spouse or common law partner must score at least 59 points under the selection factors in order to qualify. The Quebec government reviews the EoI profiles and invites those candidates who meet the eligibility criteria and demonstrate the potential to meet the labour market demands of the province.
The candidates who are selected under the QSWP will be issued a Quebec Selection Certificate (CSQ) with which, they can apply for permanent residence in Canada with the federal government. Before approving their application for permanent residence, Immigration, Refugees and Citizenship Canada (IRCC) will conduct a medical and criminal background check of the candidate.
