Manitoba International Education Stream

The International Education Stream (IES) of Manitoba Provincial Nominee Program (MPNP) aims to provide faster pathways for immigration to international students who have graduated from the higher education institutions in the province. The Manitoba International Education Stream has three pathways:

  • Career Employment Pathway
  • Graduate Internship Pathway
  • International Student Entrepreneur Pilot

International students graduated from institutions in other provinces of Canada are not eligible for any of these pathways. But they can apply for provincial nomination under the Skilled Worker in Manitoba Stream.

Career Employment Pathway

Post-secondary students who have graduated from a Manitoba institution and have a full-time job offer from an eligible Manitoba employer can apply for provincial nomination under this pathway .

The major requirements to qualify for provincial nomination under the Career Employment Pathway of International Education Stream are:

  • 1.The candidate must have graduated from a designated post-secondary institution in Manitoba within the past three years before submitting the application for provincial nomination. They must have pursued a study program with a duration of at least one year, two semesters, with full-time course work
  • The candidate must have minimum CLB/NCLC 7 or equivalent level of language proficiency in English or French.
  • 3.The candidate must have a full-time job offer from an eligible Manitoba employer. The duration of the contract must be at least one year and the job must be in a field related to the subject area of the candidate’s graduation. The occupation must also feature in the In-demand Occupations List of Manitoba.
  • 4.The candidate must demonstrate financial capacity to settle in Manitoba, including independent financial resources to support themselves for at least six months.
  • 5.The candidate must be residing in Manitoba at the time of submitting application for provincial nomination. The candidate must also prove their intention to continue living in Manitoba after nomination. As evidence, they need to submit a Career Employment Plan to prove that they have enough opportunities in the province to create a successful career track.
Graduate Internship Pathway

The Graduate Internship Pathway of MPNP’s International Education Stream allows a faster nomination pathway for master and doctoral graduates from Manitoba institutions for provincial nomination. Graduates who complete an Accelerate or Elevate internship with Mitacs in Manitoba can apply through this pathway. The candidates need not have a job offer.

Requirements to qualify under this pathway are:

  • 1. The candidates must have completed a master or doctoral degree program from a Manitoba institution within three years prior to submitting the application.
  • 2. The candidate must have minimum CLB/NCLC 7 level or equal proficiency in English or French
  • 3. The candidate must have completed a Mitacs Elevate or Accelerate internship with an eligible industry or research enterprise in Manitoba
  • 4. The candidate must demonstrate financial capacity to settle in Manitoba, including independent financial resources to support themselves for at least six months.
  • 5. The candidate must be residing in Manitoba at the time of submitting application for provincial nomination. They must also prove their intention to continue living in Manitoba after nomination. As evidence, they need to submit a Career Employment Plan to prove that they have enough opportunities in the province to create a successful career track.
International Student Entrepreneur Pilot

Under the International Student Entrepreneurship Pilot, up to 20 international students who have graduated from a Manitoba institution can start business in the province, per year. In order to be eligible for provincial nomination, the candidate must also meet the conditions of their Business Performance Agreement.

The major requirements for candidates to qualify under this pathway are:

  • 1. The candidate must submit a business plan as part of their application. Before receiving the nomination, the candidate must have operated a business as a senior manager on a daily basis in Manitoba for at least six months. They must also have followed all the conditions in the Business Performance Agreement.
  • 2. The candidate must have business equity ownership of at least 51%
  • 3. The candidate must have minimum level of official language proficiency equal to CLB/NCLC 7
  • 4. The candidate must have completed a full-time post-secondary level study program in Manitoba with a duration of at least two years.
  • 5. The candidate’s age must be between 21 and 35
  • 6. The candidate must have a valid open work permit or post-graduation work permit at the time of submitting application for provincial nomination.
  • 7. The candidate must have continuously resided in Manitoba since graduation
  • 8. The candidate must show intention to reside in Manitoba even after nomination
  • 9. The candidate must show independent financial resources to support themselves for at least 12 months.
  • 10. Though a minimum net worth is not an eligibility criterion, the candidate’s personal net worth will be verified by a third-party supplier approved by the MPNP. The verification report must be submitted to the MPNP along with the application for provincial nomination.

Besides these requirements, the applicants for provincial nomination from Manitoba must also meet the general requirements specified to be qualified under MPNP.
